[Software] Mate panel icons

I've just got back into Debian after many years and have a few minor issues; non being a deal breaker. I'll start with this one: I'm using Debian 12 Mate. I add launchers for frequently used to the top panel. I then arrange them in order; right click them and select "Lock to panel". On doing a fresh boot a lot of the app launchers have been moved, so no longer the way I set them.
