Lenovo T480 throttling bug

Hi.

I am considering to get a used Lenovo T480 to install Debian on it.
I have found reports from several years ago that this model and others have a problem with the controlling of the processor.
When Linux is installed the processor will run on a lower voltage, because it can not detect a 'laptop is on the desk' or 'laptop is on a lap' state, so it will always run on the 'laptop is on a lap' state.

I am wondering whether this issue still exists?

The ultimate question is, can I buy the T480, install Debian Bookworm and it will work fine, or will I have to do several operations to get around the issue?
I am new to Linux... these operations might be too complicated!?
Or is it doable?

Thanks for any experience/advice on the issue.

Otherwise other laptop suggestions that run Debian just fine are welcome!
