[Software] installing apt-transport-tor without tor?

required dependencies lists apt. But if you run
sudo apt install apt-transport-tor
in order to enable updates over tor, then it returns
following new packages will be installed apt-transport-tor runit-helper tor tor-geoipdb torsocks
The tor version will be an obsolete version. I want to use newest tor browser.
Which is running on the system.
How can I get apt-transport-tor on the system without the tor package
the system wants to install? Thank you.
